Although almost nine years have passed since the collapse of the Taliban regime in Afghanistan, it is difficult to find any evidence that the country has been stabilizing. In fact, Afghanistan was considered a relatively stable country in the 1950s and 1960s. During the Cold War period, U.S.A. and the erstwhile U.S.S.R. expected Afghanistan to play the role of a “buffer state” because of its strategic location at the frontline of the East and the West, as anticipated by the British Empire and Russia in the nineteenth century. Therefore, both the superpowers provided a considerable volume of development assistance, and evidently, Afghanistan took advantage of this opportunity. However, changes in the international political environment and the invariable, acute aid dependency of the Afghan economy made the country fragile. This article reviews Afghanistan during the Cold War period with particularly focusing the Helmand Valley Development Project. This U.S.-assisted project was not only a symbol of U.S. aid but also of its great failure. Some reasons behind this failure are that the stakeholders were not familiar with the natural and social conditions of Afghanistan, and they sometimes intentionally ignored the reality of Afghanistan because of the political climate. The unsuccessful experiences led to a decrease in U.S. aid and its interests in Afghanistan. After the end of the aid competition, Afghanistan experienced long-term turbulence in the 1980s and 1990s. However, since 2001, the country has been receiving a large volume of foreign assistance. Thus, some observations from the past could act as valuable lessons for bringing about stability in Afghanistan through development assistance today.
