School enrolment rates and years of schooling have increased dramatically in most developing countries since 1960, but there is still much room for improvement in the quality of education (Hanushek, 1995; Glewwe and Kremer, 2005). For Lao PDR, education attainment and literacy rates have improved significantly upon the reforms of education sector since the early 1990s. The net enrolment rate in primary schools in-creased to 86% in 2007. The current patterns and trends in education in the country are well-documented in King and van de Walle (2007), Ministry of Education (2005), and World Bank (2008). Internal efficiency and achievement in primary education are, however, serious issues in Lao PDR (Onphanhdala and Suruga, 2009). While priority has been given to the development of public schools in poor areas, quality education in urban areas deserves more attention. This paper studies on public and private primary school choice, and its internal efficiency in Lao PDR, using the household survey data LECS III(2002/03). It particularly reviews the establishment and the growth of private education sector. The empirical results show that private school students significantly out-perform public school students. Interestingly, higher educated parents and early child-hood care are the strong determinants on children’s schooling choices and grade achievement, whereas family income and parental occupations have only marginal impacts. With the public system able to admit only some 80% of school age children in primary level, every pupil entered to a private school allows the government to enroll an-other pupil in a public school. Private education, therefore, does not detract from public education (spin-off impact). So far private schools have concentrated in Vientiane capital, but the need for increased quality of education is nationwide. These findings could shed some new lights on promoting private primary schools in the country, especially in wealthy urban areas where there exists willingness and ability to pay.
