More than a thousand private voluntary Japan Self-Defense Force(JSDF)support groups were established all over Japan in the 1960s. Among them, and established in 1966, the Tokyo Defense Association has actively supported the JSDF to the present day, though detailed facts behind this have not yet been researched. Therefore, this paper examines the background of the establishment, its founding members, its activities, and the intensions of the Tokyo Defense Association. As the result of the research, this paper uncovered the following. The history of the Tokyo Defense Association dates back to the beginning of the1960s. In 1962, at the beginning of the establishment of the Nerima Defense Association, 15 defense associations were subsequently set up in Tokyo. These associations were set up by local people to assist the JSDF dispatchers for disaster relief missions during the heavy snowfall of 1963 and later, in the Niigata earthquake of 1964. It was under such potential for continuing natural disasters that, in March1966, the Tokyo Defense Association was set up as a union of 15 defense associations. Since its establishment, the Tokyo Defense Association has been supported by many important people from the business world such as Takeshi Sakurada who was the Chairman of the Japan Federation of Employers’ Association. Its activity is mainly focused on the outspread of defensive consciousness and the revival of patriotism, which is perhaps largely due to, firstly, the effects of high economic growth of the1960s, Japanese indifference to the JSDF, and, secondly, to an anti-JSDF trend influenced by the Vietnam anti-war movement at the end of the 1960s. Moreover, with the looming revision date of the Japan-U.S. Security Treaty in 1970, the members of the Tokyo Defense Association more strongly promoted the outspread of defensive consciousness and the revival of patriotism. In light of all this, it is perhaps unsurprising that in 1960s Tokyo there was a growing tendency to support the JSDF.
